Maybe someday they\u2019ll decide to write a textbook
only we won\u2019t be invited to contribute<\/p>\n\n\n\n

because others always know better what war is<\/p>\n\n\n\n

because others always know better<\/p>\n\n\n\n

okay<\/p>\n\n\n\n

but just one chapter<\/p>\n\n\n\n

give us one chapter<\/p>\n\n\n\n

you won\u2019t find any supplemental material anyway<\/p>\n\n\n\n

this will be a chapter on silence<\/p>\n\n\n\n

whoever hasn\u2019t been in war doesn\u2019t know what silence is<\/p>\n\n\n\n

but to the contrary, they know<\/p>\n\n\n\n

that we don\u2019t know<\/p>\n\n\n\n

the way fish don\u2019t know about the water that sustains them and the oil that kills them<\/p>\n\n\n\n

the way a field mouse doesn\u2019t know about the dark that hides it from the hawk but<\/p>\n\n\n\n

it hides the hawk too<\/p>\n\n\n\n

let us write this chapter<\/p>\n\n\n\n

i know you\u2019re afraid of blood so we\u2019ll write it with water<\/p>\n\n\n\n

the water the wounded man asked for when he could no longer swallow and just<\/p>\n\n\n\n

looked at it<\/p>\n\n\n\n

water that seeps through a shelled-out roof<\/p>\n\n\n\n

water that can replace tears<\/p>\n\n\n\n

yes \u2013 we\u2019ll come to you with water<\/p>\n\n\n\n

we\u2019ll leave no permanent marks<\/p>\n\n\n\n

on your slogans and values that we\u2019ve so flagrantly misused<\/p>\n\n\n\n

that you can\u2019t even show them to your children anymore<\/p>\n\n\n\n

these will be our few pages<\/p>\n\n\n\n

and only a few will know they aren\u2019t empty<\/p>\n\n\n\n

Jonathan Rauch<\/a> <\/em>is a senior fellow in the Governance Studies program at the Brookings Institution and writes about a way to think about the current President and his posse’s approach to governing, relating back to a term originally coined by Max Weber: Patrimonialism<\/a>.<\/p>\n\n\n\n

“Patrimonialism is less a form of government than a style of governing. It is not defined by institutions or rules; rather, it can infect all forms of government by replacing impersonal, formal lines of authority with personalized, informal ones. Based on individual loyalty and connections, and on rewarding friends and punishing enemies (real or perceived), it can be found not just in states but also among tribes, street gangs, and criminal organizations.”<\/p>\n\n\n\n
